01 — Quick Reference
What reaches governance
Every consumed event is evaluated against the active materiality rules for its message
type. A rule has one or two conditions on the event's fields (eq, ne, gt, gte,
lt, lte, in, abs_gte) — all must hold.
- A rule matches → a governance exception is opened (or, if one is already open for the same source record and type, the event is added to it as evidence).
- No rule matches → nothing is escalated; the evaluation is still recorded with the reason
(e.g.
commitment_status eq missed is false (was 'at_risk')).
Change what is governance-relevant by editing Materiality → Materiality Rule — no code.

The chain

Overdue: governance.review_obligations (sent on a schedule) marks obligations past their
required-by date as overdue; they stay overdue until verified, waived or cancelled.

verifications VER-, closures CLS- — five digits, assigned on save.
